Best Degree Completion Programs in New Jersey 2027

New Jersey writes the rules for moving credits into its public universities. Under the Comprehensive Statewide Transfer Agreement, an A.A. or A.S. from a New Jersey community college counts as the first two years of a bachelor's degree at the public four-year schools, and you start as a junior. If you stopped before the associate degree, up to 60 to 64 credits can still transfer. The schools below are based in New Jersey and let you finish the bachelor's fully online.

Going Back to College in New Jersey

At a New Jersey public university your credits are evaluated first and your remaining classes are priced second. Thomas Edison State University accepts up to 90 community college credits, and Rutgers accepts up to 90 from a four-year school. William Paterson sets no cap, though 30 credits must come from William Paterson. Private schools set their own adult rates, such as Rider at $630 per credit and Centenary at $500. If you live in New Jersey and enroll full time at a public four-year school with an income between $0 and $65,000, the Garden State Guarantee can bring tuition and fees to $0 in your third and fourth years.

Garden State Guarantee

A state financial aid program that brings tuition and fees to a net price of $0 in the third and fourth years of a first bachelor's degree at an in-state public four-year school.

Who qualifies: New Jersey residents with an adjusted gross income between $0 and $65,000, enrolled full time (at least 12 credits per semester), with 60 or more earned credits.

Comprehensive Statewide Transfer Agreement

An A.A. or A.S. from a New Jersey community college transfers as the first two years of a bachelor's degree at New Jersey public four-year institutions, with junior status and lower division general education counted as complete.

How we ranked

Every college on every state list is scored the same way, out of 100. The measures, from most to least weight:

  • Transfer Student Completion (25%): the share of transfer students who earn a degree within eight years (IPEDS Outcome Measures).
  • Cost per Credit (20%): the online per-credit rate the school publishes, at the resident rate for in-state schools, or the federal per-credit charge when no online rate is published.
  • Transfer Credit Maximum (15%): the most transfer credit the featured degree accepts, from the school’s own policy.
  • Online Experience (15%): the share of undergraduates who study fully online (IPEDS).
  • Graduate Earnings (15%): median earnings of the school’s graduates in that field (College Scorecard).
  • School Reputation (10%): a rating of how employers regard the school’s bachelor’s degrees, made the same way for every school from its published facts.

When a measure is missing for a college, it gets the middle value for that measure, so missing data never helps a school move up.

Does My New Jersey Community College Degree Transfer to a Public University?

Yes. A New Jersey community college A.A. or A.S. is accepted as the first two years of a bachelor's degree at the public four-year schools, you enter as a junior, and your lower division general education counts as done. Without the degree, credits that fit an A.A. or A.S. program transfer up to a maximum of 60 to 64. Private schools such as Rider, Caldwell and Centenary publish their own transfer limits.

Can the Garden State Guarantee Help Me Finish Online?

The Garden State Guarantee is for New Jersey residents at in-state public four-year schools who have an adjusted gross income between $0 and $65,000 and are working toward a first bachelor's degree. You must be enrolled full time, at least 12 credits per semester. You count as a third-year student at 60 to 89 earned credits and a fourth-year student at 90 to 128, and transfer credits count. Ask the financial aid office at your school about your online program before you apply.

How Many Credits Can I Bring to a New Jersey Online Bachelor's?

It depends on the school. Thomas Edison State University takes up to 90 community college credits, Rider and Caldwell each allow up to 90, and Rutgers allows up to 90 from a four-year school and 60 from a two-year school. Centenary's Working Degree accepts up to 70, and William Paterson sets no limit as long as 30 credits are earned there. Ask for an official credit evaluation before you enroll.
